Regulations

Obtaining the right to practice in Poland for a doctor who obtained a diploma outside the EU is associated with the fulfillment of certain conditions. On this page, we have described how the formalities are completed.

Conditional performance of the medical profession in Poland

Anyone with a medical qualification obtained outside the EU. Including:

  • has a doctor’s diploma, which confirms the completion of at least 5-year studies (it is not required to legalize diplomas or duplicates and to have an apostille of diplomas or their duplicates)
  • has full legal capacity
  • state of health allows to practice as a doctor
  • has an impeccable ethical attitude
  • has a document confirming obtaining the title of specialist

In a medical facility dedicated to providing health services to patients suffering from COVID-19.

Submit a hand-signed application to the Minister of Health or to the consul of the Republic of Poland and all the following documents necessary for its examination:

  • a doctor’s diploma confirming the completion of at least 5-year studies (legalization of diplomas or duplicates and an apostille of diplomas or their duplicates is not required)
  • a document confirming obtaining the title of specialist
  • a statement that reads as follows:

    „Being aware of the criminal liability for submitting a false declaration, I declare that I have full legal capacity.”

    The declaration should contain your surname and first name, the place and date of submitting the declaration and your legible signature.

  • a document issued by a doctor certifying that you are in a state of health allowing you to practice as a doctor
  • one of the following documents proving that you have an impeccable ethical attitude:
    • Statement that reads as follows:

      „Being aware of criminal liability for submitting a false declaration, I declare that I have not been punished for an intentional crime or intentional fiscal crime and that there are no criminal proceedings pending against me in the case of an intentionally committed crime or a fiscal crime, and that there are no circumstances which, in accordance with the Code Of Medical Ethics and other legal regulations, as defined in Art. 5 sec. 1 point 5 of the Act of December 5, 1996 on the professions of doctor and dentist, could affect the performance of the profession of doctor or dentist in the territory of the Republic of Poland

      The statement should also include your surname and first name, place and date of the statement, and your legible signature.

    • A document confirming your professional clean record and compliance with ethical requirements, issued by an authorized body in the country where you practice / performed your medical profession.

The submitted documents should contain translations into Polish and certified by a sworn translator.

In addition, remember to submit all documents in original. Instead of the originals, they may be copies, if their compliance with the original has been certified by a Polish notary or consul or by the party’s representative acting as an attorney, legal advisor, patent attorney or tax advisor.

  1. After considering the application, the Minister of Health give you consent in the form of an administrative decision or refuses to consent to the practice of the medical profession.
     
  2. The consent is issued in the form of a decision issued with the so-called the rigor of immediate enforceability, which means that the decision is enforceable immediately after its issuance.
    If the application does not contain all the required documents, the Ministry of Health will contact you and ask you to complete it.

     

  3. If you received a positive decision, go to the district medical council with jurisdiction over the place of your planned employment in order to grant the right to exercise.

     

  4. Upon presentation of the decision, which you received from the Minister of Health, the district medical council will grant you the right to practice the profession and issue the document “The license to practice medicine”.
    The district medical council grants the right to practice the profession and issues the document “License to practice medicine” within 7 days from the date of receipt of the decision of the Minister of Health.

    The document “The license to practice medicine” states that the right to practice is a conditional right and indicates whether you will be able to practice the profession on your own.

  5. If the district medical council does not grant you the right to practice the profession within 7 days from the date of receipt of the decision of the Minister of Health, you can work on the basis of the decision of the Minister of Health.

  6. If the Minister of Health agrees to exercise the profession of a doctor on your own and you are granted the right to practice the profession for the first 3 months of employment in the profession in the territory of the Republic of Poland, you will be able to practice under the supervision of a doctor with a 2nd degree specialization or the title of specialist, respectively.

     

  7. On the basis of the conditional right to practice your profession, you can practice in the territory of the Republic of Poland in a medical entity intended to provide health services to patients suffering from COVID-19.

     

  8. If you already have a conditional license to practice as a doctor granted by the district medical council, you can again apply to the Minister of Health for consent to practice outside the medical entity intended to provide health services to patients suffering from COVID-19.

  9. The documents submitted by you for the application will be returned after the end of the procedure by traditional mail to the correspondence address provided in the application, only if you submit such a request to the Minister of Health (you can contact the Minister of Health at any time with a request to return the submitted documents).

Remember

The right to practice on the above-mentioned principles may be granted for a period not longer than 5 years, without the possibility of its extension.

On the basis of the right to practice your profession, you can practice your profession on the territory of the Republic of Poland only in a medical entity indicated in the decision of the Minister of Health.

On the basis of the right to practice your profession, entitling you to exercise your profession independently, for the first 3 months of employment in the profession in the territory of the Republic of Poland, you will be able to practice under the supervision of a doctor with a 2nd degree specialization or the title of specialist, respectively.

People who hold a diploma from a country that was not part of the EU at the time of its issuance, but now belongs, have automatically recognized qualifications and do not need to use the simplified system for access to the medical profession.

Practicing the profession without any restrictions

To obtain unrestricted license to practice as a medical practitioner, you must meet the following requirements:

  1. Proceed with the recognition of your diploma at one of the medical universities in Poland (list of medical universities below). Recognition of the diploma is carried out by universities after successful completion of the recognition procedure – issuing a certificate of recognition of a diploma obtained in a non-EU country, equivalent to the relevant Polish diploma. The certifying university compares the entire scope of doctor’s education to similar studies conducted at this university. If any differences are found, it may be necessary to undergo additional apprenticeships or exams.
  2. Take the Medical Verification Examination conducted by the Medical Examinations Center in Łódź.
  3. Complete a postgraduate internship in Poland or submit an application for recognition of an internship abroad.
  4. Pass the Medical Final Examination with a positive result at the Medical Examinations Center in Łódź, which will allow you to obtain the right to practice the profession without any additional restrictions.

Remember

After obtaining the license to practice, you can apply for recognition of the title of specialist obtained outside the EU.

Work permit

Doctors who are licensed to practice may work in Poland without the need to obtain a work permit.
